Cooperation with CIS members

Germany's cooperation with the successor states of the Soviet Union is based on traditionally close relations, which have been strengthened even further thanks to the close partnership between the EU and this region. This partnership has been achieved through the European neighbourhood policy and the special relations between the EU and Russia and Ukraine.

Cooperation with the countries of the Commonwealth of Independent States("CIS") - the successor states of the Soviet Union - focuses on the Russian Federation ("Russia") and "Ukraine". This cooperation covers virtually all fields of research and technology. Furthermore, the countries are also given support in restructuring their research systems to meet the demands of the market economy. Germany is the most important partner for Russia and Ukraine in many fields of research.

  The Russian Federation

  Cooperation in education, research and technology is one of the main pillars of German-Russian relations. In April 2005, both countries issued a "Joint Declaration on a Strategic Partnership in Education, Research and Innovation", which reiterated the political willingness of both countries to continue and intensify their successful cooperation in a wide range of research areas. The 1987 treaty on scientific and technological cooperation was amended on 16 July 2009. Germany's Federal Minister of Education and Research Annette Schavan and her Russian counterpart Andrej Fursenko launched the 'German-Russian Year of Education, Science and Innovation 2011-2012' to further strengthen this partnership.

  Ukraine

  Cooperation between Germany and Ukraine in the areas of science, technology, innovation and education can look back on a long history. After Russia, Ukraine is Germany's most important partner country among the members of the Commonwealth of Independent States (CIS). This partnership is becoming even more important due to Ukraine's key role in the European Union's neighbourhood policy.

  Other CIS members

  The other CIS members with which Germany cooperates extensively are Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Belarus. Germany also works together with Georgia, which withdrew from the CIS in 2008. Cooperation with the countries of Central Asia in particular will continue to grow in importance. The EU's Central Asia Strategy, which the German Council Presidency helped to shape during the first half of 2007, deserves special mention in this context.
