
Security risks have changed: even minor interference with the vital supply networks in our society can lead to breakdown despite the robust technologies used. Small terrorist or criminal groups can achieve great impact and cause considerable damage. Global mobility facilitates the spreading of hazards. Natural disasters and technical accidents can cause great secondary damage in a closely networked world.
Germany is an export-oriented economy and allows the free movement of information, people and goods. With its high population density and its complex high-tech infrastructure it is particularly exposed to new threats. Energy and transport networks, the Internet and telecommunications, food supply and public health are vital for our society. Commodity flows and logistics chains, supply infrastructures and traffic guidance systems are vulnerable and can break down.
Such vulnerability makes supply infrastructures a potential target for attacks by terrorists and criminals. Therefore, security has so far mainly been considered to mean protection from terrorism, criminal offences or sabotage. But time and again, we are experiencing how much society depends on smoothly operating supply systems and that minor disturbances may have serious consequences. Security activities must therefore also focus on the impact of natural disasters or major accidents and the restriction of damage.
