Germany is a land of ideas. The German government's High-Tech Strategy shows how we can continue to be a land of ideas in the future as well: By putting ideas into action, by igniting ideas! There is a wealth of good ideas in Germany just waiting to be translated into processes, products and services. There is a wealth of patents that have been developed in Germany but go into production in other countries. There is a wealth of talent waiting to be discovered so that the knowledge and expertise we already have can be put to full use.     The Pharmaceuticals Initiative for Germany was launched to provide new impetus for Germany's biotechnology and pharmaceuticals industries. The key element of this initiative is the BioPharma Competition, whose winning consortiums have now been selected.

    Action Programme "Informationsgesellschaft Deutschland 2010"

    The German government is bundling its activities in the Information Society Germany 2010 (iD2010) action programme. The programme iD2010 adresses central topics of the development of information society and information and communications technology (ICT), reaching from improving the economical and technical framework until consulting and research support measures in education and research. The political formation of information society has grown in urgency, since ICT has become the dominant factor for improved productivity, growth and employment.

    The Research Bonus

    We want ideas to not only be developed in Germany, but to be turned into new products, processes and services here in Germany, too. The Federal Government's High-Tech Strategy has the aim of strengthening the willingness and ability of universities and research institutions to cooperate with the private sector. The research bonus, which consists of the Research Bonus for public research institutions and the new Research Bonus Two for non-profit research institutions, sends out a clear signal that cooperation pays off, especially cooperation with small and medium-sized enterprises.

    Genetic Engineering Law

    Germany's genetic engineering law will be amended with the aim of advancing research and the application of genetic engineering, and of ensuring a high level of safety, the co-existence of production methods and the consumer's freedom of choice. As a first step, the Federal Cabinet adopted a paper on 28th of February 2007 with six key points: promote research, develop pragmatic procedures, define good practice, secure transparency, specify liability regulation and ensure environmental protection.

    E-Government

    Starting from the Action Plan E-Government and the European Initiative i2010, the experiences with BundOnline 2005 and DeutschlandOnline, the Federal Government on September 13th 2006 concluded the E-Government 2.0 Programme. The programme is part of the government programme Future-Oriented Administration through Innovation. On 17th of July, 2007, the Federal Ministry of the Interior invited scientists to discuss technological solutions for improved service and efficiency of the public sector.

    Introduction of Energy Performance Certificate

    The introduction of an energy performance certificate for buildings, the regulation of incentives in the Energy Industry Act and the transposing of the Directive on Energy End-use Efficiency and Energy Services into national law will improve conditions for innovations that increase energy efficiency. On 25th of April 2007, the Federal Cabinet agreed upon the proposal for the introduction of an energy performance certificate for buildings by BMWi and BMVBS. The Energy Savings Order will demand from property owners an energy performance certificate in case of leasing and selling.

    Security research programme

    Security risks have changed: even minor interference with the vital supply networks in our society can lead to breakdown despite the robust technologies used. Small terrorist or criminal groups can achieve great impact and cause considerable damage. Global mobility facilitates the spreading of hazards. Natural disasters and technical accidents can cause great secondary damage in a closely networked world. To counter these threats, the German government has published its first security research programme.

    Strengthen Companies' Equity Capital Base

    The cabinet members have agreed upon a corporate tax reform law on 14.03.2007. The reform aims to strengthen companies' equity capital base and ensure that companies pay a substantial part of their tax duties in Germany. It contributes to a fair and socially just share of companies profits to the public good. A new regulation of inheritance taxes shall lead to alleviations for proprietors.

    Telemedia Act

    According to the responsibilities of the federal level and the Länder for media and telecommunications, the judicial framework is being developed further. The German Parliament adopted the "Gesetz zur Vereinheitlichung von Vorschriften über bestimmte elektronische Informations- und Kommunikationsdienste (Elektronischer-Geschäftsverkehr-Vereinheitlichungsgesetz - ElGVG)" on 18th January 2007. Core of the provision is the new Telemedia Law. The new regulations will apply independent from a transmission form, be open to development and simplify the regulatory framework. The law is in effect since March 2007.

    Germany thrives on its high tech products and the rapid transfer from science into products and services. Germany as a high tech location and the strategies to improve its position proportional to its international competitors is the essential basis for the economic and social well-being of this country. Key representatives from economy and science discuss strategies to strengthen the high tech location Germany.

    Building Modernisation Programme

    The CO2 Building Modernisation Programme creates jobs, improves the quality of residential buildings and protects the environment. The demand from property owners, landlords, and local authorities is still high. Until 2009, approximately €5,6 billion of federal money will be spent on energy efficient building modernisation. The funds serve to lower interest rates and waive debts partially. Owners of detached and semi-detached houses and condominiums have been granted subsidies since 2007. The programme, started in 2001, has already been simplified in 2006. Improved conditions apply since 1st of January 2007.
